Curriculum Vitae


Born in 1961. Yoshimasa Hayashi received a Bachelor of Law from the University of Tokyo in 1984 and a Master of Public Administration from Harvard University in 1994.


Following his graduation from the University of Tokyo, he began his professional career at Mitui & Co., Ltd., where he stayed until 1989. During the following two years, he was Secretary to the President of Sanden Koutsu Company in Japan. He then joined the Yamaguchi Godo Gas Company before he left for the United States of America in 1991 in order to become an International Affairs Intern at the Office of Senator William Roth in Washington D.C. After having earned his Master of Public Administration, he returned to Japan, where he served as Secretary to the Minister of Finance. Since 1995, Yoshimasa Hayashi has been a member of the House of Councillors of Japan.


Since 2007, he has also been Principal Director of the Standing Committee on Budget within the House of Councillors, Acting Chairman of the Liberal Democratic Party (LDP) Policy Board in the House of Councillors and Deputy Chairman of the Policy Research Council of the LDP.
